Jim Baker
Jim has been a resident of Sonoma County since 1969. After graduating from San Joaquin Delta College he went on
to Sonoma State University where he received his degrees (with honors) in Sociology and Criminal Justice.
Jim worked as a top level Municipal Public Safety Command Officer for twenty seven years. Besides having extensive investigative experience, Jim has a diverse education and experience in political and media relations. Jim has contracted with local, state and federal agencies working as an expert in media and public relations. Part of his duties included teaching media
relations, development of business contingency plans, and the formation of exercise design (drills and training
development for in-house personnel). Jim is a state certified instructor for Senate Bill 198 and Government Code
8607 the "Standardized Emergency Management System."
Jim has been recognized as a court certified expert witness in regards to police procedures, operations, and
violent crime investigation. Jim's primary responsibilities as a police supervisor were the formation and development
of investigative policies and procedures relative to current law, report writing accuracy and omissions. He has specialized training in the areas of cause and origin in relation to Arson investigation, He also became certified as a traffic engineering specialist through programs at UC Berkeley and San Luis Obispo. During his career, Jim had the opportunity to be lead investigator
on numerous homicide cases including the county's famous, "Brown - murder for hire" insurance investigation.
In addition to holding top level management certificates from P.O.S.T (Peace Officer Standards and Training) and
the State Fire Marshall's Office, Jim was FBI trained as a SWAT supervisor, instructor workplace fraud and insurance fraud investigations.
Most recently, Jim has authored business contingency plans, emergency and disaster response plans for local corporations,
the office of education and insurance groups throughout California. He also teaches a business quarterly business
seminar dealing with financial reimbursement in emergencies and liability reduction in the workplace.
